All proposed new rules, proposed amendments to existing rules, and proposed repeals approved for first reading by the State Board of Education (SBOE) and filed with the Texas Register are available here. The rule text on this page reflects what was approved for first reading by the SBOE. Rule actions will remain on this page until approved for second reading by the SBOE and filed as adopted with the Texas Register. Proposed New 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, 搂61.4, Parental Rights Training for School Board Members
Summary: The proposed new rule would reflect changes made by Senate Bill 204, 89th Texas Legislature, Regular Session, 2025, to the SBOE's duty to provide training courses for independent school district trustees.

Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, 搂74.3, Description of a Required Secondary Curriculum
Summary: The proposed amendment would update the list of high school courses for personal financial literacy and economics that are required to be offered to students to align with the requirements of House Bill 27, 89th Texas Legislature, Regular Session, 2025.

Proposed Repeal of 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, 搂74.4, English Language Proficiency Standards
Summary: The proposed repeal would remove the English Language Proficiency Standards for Kindergarten-Grade 12 that will be superseded by 19 TAC 搂120.20, English Language Proficiency Standards, Kindergarten-Grade 3, Adopted 2024, and 搂120.21, English Language Proficiency Standards, Grades 4-12, Adopted 2024, beginning with the 2026-2027 school year.

Summary: The proposed amendments would update high school graduation requirements to align with House Bill 27, 89th Texas Legislature, Regular Session, 2025, related to personal financial literacy, and Senate Bill 2314, 89th Texas Legislature, Regular Session, 2025, related to the Texas Higher Education Coordinating Board direct admission program.

Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, 搂74.14, Performance Acknowledgments
Summary: The proposed amendment would update the minimum score required for a performance acknowledgement on the SAT, align language related to ACT with language related to SAT, and add the Classic Learning Test庐 and PSAT 10 to appropriate performance acknowledgments.

Summary: The proposed amendment would update the process for review and approval of proposed innovative courses and sunset of existing courses and would update requirements for implementation of approved innovative courses.

Proposed Revisions to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter B, 7m视频 Audit Functions, 搂109.25, State Compensatory Education Program Reporting and Auditing System, and Subchapter D, Uniform Bank Bid or Request for Proposal and Depository Contract
Summary: The proposed repeal would remove 搂109.25, whose statutory authority, Texas Education Code (TEC), 搂48.104(j-1), (k), (l), (m), (n), and (o), was removed by House Bill 2, 89th Texas Legislature, Regular Session, 2025. The proposed amendments would align language in Subchapter D with TEC, 搂45.208, which no longer requires depository contracts to be submitted to the 7m视频.

Summary: The proposed amendment would adopt by reference the updated Financial Accountability System Resource Guide, Version 20, which includes annual updates and removes information related to the compensatory education allotment to align with House Bill 2, 89th Texas Legislature, Regular Session, 2025. Summary: The proposed amendment would update the requirements for suitability reviewers and the process for the appointment and selection of suitability reviewers.

Summary: The proposed new rules would add new Texas Essential Knowledge and Skills developed by subject matter experts convened by the Texas State Technical College and Collin College that are needed for completion of career and technical education programs of study.
