The Board will meet in open session and after determining the presence of a quorum, deliberate and possibly take formal action, including emergency action, on any of the following agenda items:

The Board shall allocate up to thirty (30) minutes at the beginning of each regularly scheduled meeting of the full Board for public comment on non-agenda and consent agenda items. In accordance with SBEC Board Operating Policies and Procedures, late registration for providing oral or written comments will be accepted up to 30 minutes prior to the beginning of the Board meeting.

 

DISCUSSION AND ACTION

 

   4. Approve 2027 SBEC Meeting Dates

 

This item provides the State Board for Educator Certification (SBEC) an opportunity to approve the 2027 meeting dates. These dates are scheduled in accordance with the Texas Education Code §21.038 and align with State Board of Education meetings. 

 

5. Request to Consider a New Educator Preparation Program:

      Teacher Prep Institute

This item provides the State Board for Educator Certification (SBEC) an opportunity to consider the request by the Teacher Prep Institute for approval as an educator preparation program (EPP) to prepare and recommend candidates for certification through the alternative certification route. The Teacher Prep Institute is located in McAllen, Texas. 7mÊÓÆµ (7mÊÓÆµ) staff reviewed the proposal for compliance with the provisions of 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, 19 TAC Chapter 228, Requirements for Educator Preparation Programs, 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, and Chapter 230, Professional Educator Preparation and Certification, Subchapter B, General Certification Requirements and determined that several requirements did not meet compliance standards.  

 

6.  Proposed Amendments to 19 TAC Chapter 229, Accountability System for Educator Preparation Programs,  Subchapter A, Accountability System for Education Preparation Program Procedures, Subchapter B,  Accountability System for Educator Preparation Accreditation Statuses, Subchapter C, Accreditation  Sanctions, Subchapter D, Continuing Approval Procedures, Subchapter E, Review Procedures, and  Subchapter F, Required Fees

This item provides the State Board for Educator Certification (SBEC) an opportunity to discuss and propose amendments to 19 Texas Administrative Code (TAC) Chapter 229, Accountability System for Educator Preparation Programs, Subchapter A, Accountability System for Education Preparation Program Procedures, Subchapter B, Accountability System for Educator Preparation Accreditation StatusesSubchapter C, Accreditation Sanctions, Subchapter D, Continuing Approval Procedures, Subchapter E, Review Procedures, and Subchapter F, Required Fees. 19 TAC Chapter 229 establishes the performance standards and procedures for educator preparation program (EPP) accountability. The proposed amendments would provide for adjustments to the Accountability System for Educator Preparation (ASEP) Manual; would clarify and streamline language; would provide clarity on processes and timelines related to new certification tests, surveys, and observation requirements; would update sources of information for population identification; would increase ASEP communications; would provide time and supports for EPPs with a lowered ASEP status,  and would include technical updates.

 

7. SBEC Review of the National Board Certification Materials Report

This item provides the State Board for Educator Certification (SBEC) with an opportunity to discuss and take action on the report submitted by the reviewers of the National Board for Professional Teaching Standards materials and the recommendations of the SBEC subcommittee.
