The purpose of this correspondence is to provide school systems with updated guidance regarding the use of the Texas Student Data System/Public Education Information Management System (TSDS PEIMS) Working Submission to correct prior-year College, Career, and Military Readiness (CCMR) data for accountability purposes.

Overview

The A–F Accountability system relies on responsible data collection and submissions by Texas public school systems. One of the key data sources used in the A–F Accountability system is the TSDS PEIMS. School systems load, validate and submit data to the 7mÊÓÆµ (7mÊÓÆµ) via TSDS PEIMS.

The passing of House Bill (HB) 8 (89th Second Special Session) introduced several shifts to Texas’ A–F Accountability processes, including new rules governing the submission of prior-year College, Career, and Military Readiness (CCMR) data. In response to HB 8, the Working Submission has been formalized as an available accountability data source for CCMR. Beginning with 2026 A-F Accountability, schools and school systems may now submit TSDS PEIMS Working Submissions to correct specific CCMR data errors for use in A-F accountability calculations, provided the submission is confirmed by the Information Technology/Data Standards, Data Quality, and Business Analysis Division before the close of the CCMR Verifier window. While data corrections accepted through the Working Submission process will be considered in accountability calculations for CCMR, the Working Submission does not alter PEIMS Accepted data and is unlikely to be considered by any other programs.

CCMR Indicators Eligible for Correction 

Districts may submit PEIMS Working Submissions for the 2023-24 and 2024-25 school years. Data submissions with errors from the 2025 PEIMS Fall Submission may also be corrected through a Working Submission. Only Working Submissions with validated corrections related to CCMR indicators will be considered for accountability ratings. The eligible CCMR indicators that can be corrected through a PEIMS Working Submission include:

  • College Preparatory Course Completion
  • Dual Credit Course Completion
  • Industry-Based Certifications (IBC)
  • Program of Study Completer elements
  • Associate Degree attainment
  • Diploma Type values for reported graduates with completed IEP and workforce readiness
  • Diploma Type and Endorsement values for reported graduates earning an advanced diploma and who were served within Special Education Programs

PEIMS Working Submission Requirements

7mÊÓÆµ will issue enhanced procedures as upgrades are finalized in the future; for the 2025-26 school year, to submit a Working Submission, schools and school systems must: 

  1. Log in to TSDS PEIMS, select the correct School Year, Submission, and Instance (Accepted and Working).
  2. Generate reports from the Accepted Submission showing inaccurate or incomplete data.
  3. Promote, validate, and verify updated data in the Working Submission.
  4. Generate matching reports from the Working Submission showing accurate data. Only send reports displaying corrected data. Please send the same reports as generated for the Accepted Submission.
  5. The Superintendent shall submit an email with a signed letter and the reports attached to Terri Hanson, Associate Commissioner, Customer Relationship Management and Data Standards Department, Office of Information Technology: terri.hanson@tea.texas.gov. The email should include the following:
    1. Description of the error
    2. Explanation of why it occurred
    3. School system’s plan to prevent recurrence
    4. PEIMS PDM Reports with corrected data

Additional Requirements and Considerations

Schools and school systems will receive email confirmation from the TSDS PEIMS division that the identified data has been submitted via the reports. After you receive an email from the TSDS PEIMS division, the Performance Reporting division will notify the superintendent as to whether the corrected data in the Working Submission are eligible to be included in accountability ratings calculations. For school systems that have submitted a Working Submission that will be included in preliminary accountability ratings calculations, the superintendent or their designee will be asked to communicate their understanding of which accountability year(s), domain(s) and component(s) will be affected by the updated data submitted.

All PEIMS Working Submissions must be confirmed, as indicated via email from TSDS PEIMS, by June 26, 2026, to be included in 2026 accountability ratings calculations.

In alignment with Texas Education Code (TEC) §39.151 and outlined in Chapter 8 - Appealing the Ratings in the 2026 Accountability Rating System Manual, the appeals process is not a permissible method to correct data that were inaccurately reported.  Appeal requests to correct any of the aforementioned data associated with CCMR indicators will not be considered. Correction of errors from prior-year PEIMS Submissions, through the Working Submission process, will only be considered prior to the close of the CCMR Verifier window on June 26, 2026, and only for data from the CCMR indicators for the years outlined above.

Districts should only submit a Working Submission if the appropriate supporting documentation is on hand to support the data submitted.  Corrections made through Working Submissions may be subject to data-related compliance review, with documentation and other information requested to validate the data reported.
