Overview

Enhanced Monitoring
To enhance school system safety and security, the 7m视频 Office of School Safety and Security implemented a multi-tiered Enhanced Monitoring Plan for campuses with persistent Intruder Detection Audit (IDA) findings. At each tier, enhanced monitoring increases school system accountability while also providing the school system with technical assistance needed to create a safe environment for students and staff in accordance with Texas Education Code (TEC) , , and . School Safety Rulemaking Updates
The following school safety requirements are currently in the proposal process and expected to be adopted for the 2026-2027 school year. The proposed rulemaking is available for review on the .
19 Texas Administrative Code (TAC), 搂103.1209, Mandatory School Drills
19 TAC 搂103.1209 is in the amendment process to incorporate requirements outlined in , 89th Regular Legislative Session, related to students and staff with disabilities having equal access to safety during required school drills and emergency events.
19 TAC 搂61.1031, School Safety Requirements
19 TAC 搂61.1031 is being repealed for adoption as . Once adopted, this rulemaking will clarify existing school safety requirements and incorporate updates from the 89th Regular Legislative Session.
19 TAC 搂103.1217, Safety During Extra Curricular Activities
, requires the agency to ensure that school systems include provisions for ensuring the safety of students, staff, and spectators attending extracurricular activities in their multihazard emergency operations plans under . 19 TAC 搂103.1217 will be the rulemaking associated with Safety During Extracurricular Activities.

19 TAC 搂103.1219, Assignment of a Conservator
, authorizes the Commissioner of Education to assign a conservator if a school system fails to submit to any required school safety-related monitoring, assessment, or audit, fails to comply with school safety requirements, or fails to address issues raised by the agency's monitoring, assessment, or audit of the school system

Reporting Events that Require an Emergency Response
19 TAC 搂103.1213(e)(3)(D) requires that school systems submit information related to events requiring an emergency response, including the discovery of a firearm on a campus in accordance with (h)(1), in the Sentinel portal. This is inclusive of notifications regarding a bomb threat or terroristic threat, as outlined in . Field agents will routinely contact school systems to offer technical assistance regarding emergency events that occur on school campuses. School systems must share details regarding events requiring emergency response with Office of School Safety and Security field agents.
