Title III, Part A — English Language Acquisition, Language Enhancement, and Academic Achievement Act

Purpose

Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (ELs) and immigrant students attain English proficiency and develop high levels of academic achievement in English. Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet. (ESSA, Section 3102)

NEW! The has been updated to now include Title III, Part A. This is intended to be a supportive tool for directors working with federal programs at the LEA level. Each month, you will find there are activities/reminders to be considered across all ESSA title programs.

REVISED! This  provides guidance on allowable vs. unallowable use of Bilingual Education Allotment (state) and Title III, Part A (federal) funds. It serves as a tool for Local Education Agencies (LEAs) to align with each program's statutory authority, policies, and practices.

Bilingual Education Program Monitoring

The Special Populations Monitoring team monitors both state and federal policy requirements. 7mÊÓÆµ is currently working on a redesign of a desktop programmatic monitoring system that will be implemented school year 2026-2027.
