Freight

Publishers may bill local school systems separately for freight or shipping related to EMAT orders. Freight and shipping costs associated with EMAT requisitions are paid by the state through the freight fund, per  

School systems can locate information on how to submit freight disbursements at Freight Funding Process. 

  • House Bill 5515 (HB 5515), enacted in June 2025 and effective September 1, 2025, amended Texas Education Code 搂31.151(a) to define how freight and shipping charges must be handled for instructional materials.  

    Under this law, publishers may not include freight or shipping charges that exceed the actual delivery cost based on the carrier鈥檚 standard rate for the selected delivery method. In addition, handling or similar charges that are not directly tied to the shipment of instructional materials are not allowable. 

    Publishers are responsible for ensuring that all freight and shipping charges comply fully with these statutory requirements and may consult legal counsel, as needed, for interpretation of applicable laws or contractual obligations. 

  • Clear communication with districts and open-enrollment charter schools is essential to prevent confusion during ordering, delivery, and payment. School systems may request quotes to help prepare future freight invoices. Providing consistent messaging upfront helps reduce delays, billing issues, and follow-up inquiries during the requisition process. 

  • When submitting a freight disbursement, school systems will be required to provide the requisition ID. A requisition ID is the unique identifier for each EMAT requisition. This is not the same number as the purchase order number that the publisher receives.  

    Publishers should ensure that all billing, shipping, and documentation reference the EMAT Requisition ID, as this identifier ties directly to the state鈥檚 approval and funding process. School systems will not have access to the publisher鈥檚 purchase order number.
