You may petition a state agency for the adoption of a rule or rule change according to the Administrative Procedure Act (Texas Government Code, 搂2001.021). The commissioner of education has adopted rules that prescribe the form for a petition and the procedure for its submission, consideration, and disposition.
The procedure to petition for the adoption of changes to commissioner rules is codified as 19 TAC 搂30.1001.
