The Data Strategy and Reporting Division within the 7mÊÓÆµâ€™s Office of Special Populations and Student Supports is notifying local educational agencies (LEAs) of State Performance Plan indicator data submissions in the Texas Student Data System (TSDS) for school year (SY) 2026-27. These submissions include the Special Education Data System (SPEDS) Summer Submission and the State Performance Plan Indicator (SPPI) 14 (Post School Outcomes) data collection. Data collected through these submissions are part of the broader set of 18 federally required indicators under the Individuals with Disabilities Education Act (IDEA) reported in the State Performance Plan/Annual Performance Report (SPP/APR).
SPEDS Summer Submission (SPPI 7, 11, 12, and 13) Overview
The SPEDS Summer Submission is a consolidated data collection process within TSDS that streamlines reporting for four indicators.
Indicators Included
- SPPI 7 Preschool Outcomes: Measures improvement in social-emotional skills, knowledge and skills, and appropriate behavior among children aged 3–5 with individualized education programs (IEPs).
- SPPI 11A/B Initial Evaluation and Eligibility Determination: Measures timely completion of initial evaluations and eligibility determinations.
- SPPI 12 Early Childhood Transition: Measures timely transition of children from Part C (Early Childhood Intervention) to Part B (special education services) by age three.
- SPPI 13 Secondary Transition: Measures compliance with transition planning requirements for students aged 16 and older.

NOTE: For each indicator collected in SPEDS, LEAs must either submit student-level data or, if no students meet the reporting criteria, report the indicator’s designated data element to indicate that no students met the criteria.
SPPI 14 (Post-School Outcomes) Overview
SPPI 14 measures, within one year of exiting high school, the post-secondary engagement of students who had IEPs in effect at the time they left school. The TSDS SPPI 14 data collection gathers contact information for these students to administer the Post School Outcomes Survey. Survey results are used to produce data reported in the SPP/APR for SPPI 14.
