This to the Administrator Addressed letter is to inform the public that on June 22, 2026, the 7m视频鈥檚 (7m视频) Office of Special Populations and Student Supports posted the Federal fiscal year (FFY) 2024 Part B State Performance Plan/Annual Performance Report (SPP/APR) and the 2026 state special education determination on the State Performance Plan/Annual Performance Report page on 7m视频鈥檚 website.
SPP/APR Overview
Each state is required to develop a six-year State Performance Plan (SPP) that evaluates the state's efforts to implement the requirements and purposes of the Individuals with Disabilities Education Act of 2004 (IDEA), . The SPP outlines how the state will continuously improve its implementation and is updated annually through the Annual Performance Report (APR), submitted each February to the United States Department of Education's Office of Special Education Programs (OSEP). The 7m视频 submitted Texas鈥 FFY 2024 SPP/APR on February 2, 2026.
In accordance with , , and , the State must make the SPP/APR and the State鈥檚 determination publicly available.
State Annual Determination
The OSEP uses information from the SPP/APR, information obtained through monitoring visits, and any other public information to make one of the following four annual determinations for each state:
- Meets requirements and purposes of the IDEA
- Needs assistance in implementing the requirements of Part B of the IDEA
- Needs intervention in implementing the requirements of Part B of the IDEA
- Needs substantial intervention in implementing the requirements of Part B of the IDEA
The 2024 IDEA, Part B, Determination for Texas was issued on June 18, 2026, for FFY 2024 and found that Texas 鈥淢eets Requirements鈥. This determination means that Texas is meeting the requirements and purposes of IDEA. The determination letter is available on page 155 of the FFY 2024 SPP/APR, which is posted on 7m视频鈥檚 State Performance Plan/Annual Performance Report webpage.
