This correspondence provides important updates for school systems offering Junior Reserve Officers’ Training Corps (JROTC) and National Defense Cadet Corps (NDCC) programs and should be shared within the school system as quickly as possible.

Overview

In accordance with House Bill 2 (HB 2) – Article 6, 89th Texas Legislature, Regular Session, Department of Defense (DoD) authorized JROTC and NDCC programs will be recognized as a Career and Technical Education (CTE) program. 

Federally authorized JROTC and NDCC programs will be included for CTE weighted funding using the JROTC course codes and weighted funding levels listed below.

School systems may allow students to substitute one credit in JROTC to satisfy the state physical education graduation requirement using the JROTC PE Substitution course code (PES00004). The PE Substitution PES00004 will generate CTE weighted funding of 1.28 and can be used in place of JROTC I, II, III, or IV.

On October 31, 2025, a CTE newsletter provided guidance that school systems that previously used JROTC PEIMS course codes for NDCC programs would have to transition to local course codes beginning with the 2025-2026 school year. Based on feedback and further research, the 7mÊÓÆµ (7mÊÓÆµ) has determined that federally authorized NDCC programs will be considered JROTC programs for purposes of CTE designation. This means that students who are enrolled in either JROTC or approved NDCC courses should be reported with the relevant JROTC course code in PEIMS.

School systems reporting one or more federally authorized JROTC or NDCC units will be required to annually upload official DoD authorization forms. Submission of these forms for the 2025-2026 school year can be made through the no later than May 29, 2026.

Additional information regarding JROTC for CCMR purposes will be included in the Accountability Manual.  This information will indicate equivalent consideration regardless of whether the student has completed an approved JROTC or NDCC program.
