This communication notifies local educational agencies (LEAs) of the upcoming data submission deadline for the Special Education Data System (SPEDS) Summer Submission in the Texas Student Data System (TSDS).

Overview

The SPEDS Summer Submission collects data for four State Performance Plan indicators (SPPIs), which are part of the 18 federally required indicators under the Individuals with Disabilities Education Act (IDEA) reported through the State Performance Plan/Annual Performance Report (SPP/APR). 

  • SPPI 7 Preschool Outcomes: Measures improvement in social-emotional skills, knowledge and skills, and appropriate behavior among children aged 3鈥5 with individualized education programs (IEPs). 
  • SPPI 11A/B Initial Evaluation and Eligibility Determination: Measures timely completion of initial evaluations and eligibility determinations.
  • SPPI 12 Early Childhood Transition: Measures timely transition of children from Part C (Early Childhood Intervention) to Part B (special education services) by age three. 
  • SPPI 13 Secondary Transition: Measures compliance with transition planning requirements for students aged 16 and older.

SPEDS Summer Submission Inclusion Criteria 

The Special Education Data System (SPEDS) Summer Submission Guidance document provides detailed information on the inclusion criteria and data submission requirements for each indicator in the SPEDS Summer Submission.

LEA Reporting Requirements

For each indicator collected in SPEDS, all LEAs must either:

  • Submit student-level data for all students who meet the reporting criteria, or
  • Report that no students met the reporting criteria using the designated data element.

If no students meet the reporting criteria for an indicator, the LEA must report 鈥淭RUE鈥 for the applicable data element listed below: 

  • SPPI 7  
  • SPPI 11
  • SPPI 12  
  • SPPI 13

If submitting student-level data, LEAs must report 鈥淔ALSE鈥 for the corresponding data element.

LEAs are responsible for reporting all eligible students for the full data collection period (July 1, 2025, through June 30, 2026). If an LEA 鈥渃ompletes鈥 its data submission before the deadline and additional students enroll and/or meet criteria before the deadline, the LEA must update the submission. The TSDS Core application allows a submission to be reset, enabling an LEA to update the collection data. After data updates are made, the SPEDS submission must be 鈥渃ompleted鈥 prior to the submission due date. The reset option is available until the submission due date.
